CORPORATE PRIORITY/POLICY CONTEXT:
The Secondary School Review is a once in a generation opportunity to transform the
pattern and structure of secondary school education in Croydon. It will directly inform
the Building Schools for the Future (BSF) Programme and will support the delivery of
the Community Strategy and Local Area Agreement for Croydon through the following

1. RECOMMENDATIONS (Details are provided in Appendix 3)
1.1 Scrutiny Committee is asked to comment on and note this report.
1.2 Cabinet is asked to note the comments of Scrutiny Committee and approve the
following:
1.3 The underpinning vision for secondary education which will determine the
strategy for provision in all maintained schools and PRUs (Pupil Referral Units)
admitting secondary age pupils in Croydon;
1.4 To consult upon a proposal to close Addington and Selsdon High Schools and
to establish a new split-site academy in the Addington / Selsdon area.
1.5 To consult upon a proposal to close Haling Manor High School and Westwood
Language College for Girls and to open a new mixed academy in the north of
the Borough.
1.6 To consult on a proposal to decrease the Ashburton Community School pupil
numbers from 1200 to 900 and to create a 6th form and consider academy
status.
1.7 To consult on the expansion of Bensham Manor from 180 to 220 by creating
post 16 provision.
1.8 To consult on a proposals for the expansion of St Giles from 100 to 120 by
creating post 16 provision.
1.9 To consult on a proposal for the expansion of Woodcote High School from 1050
to 1200 and the establishment of a 6th form.
1.10 To undertake a feasibility exercise on future arrangements for the location of
Priory School.
1.11 To remit to the Director of Children, Young People and Learners (CYPL)
authority to engage in formal discussions with the Archdiocese of Southwark
regarding planned participation of Thomas More Catholic School and St. Mary’s
High School in the Authority’s BSF Programme.
1.12 To remit to the Director of CYPL authority to open formal discussions with the
Diocese of Southwark on the following:
a. The expansion of Archbishop Tenison’s C of E High School from 480 to
900 continuing the existing 6th form provision.
b. To undertake with the Diocese a feasibility exercise on the relocation of
the school to a more suitable site in same part of the borough, including
the option of the council-owned Coombe Nursery site
c. The expansion of St Andrew’s from 750 to 900 places and the
establishment of a 6th form.
d. To undertake a feasibility exercise on the possible relocation of the school
to a more suitable site in the same part of the borough, including the
possibility of the current Haling Manor site.
1.13. To remit to the Director of CYPL authority to open formal discussions with the
Foundation of Coloma on:
a. The expansion of Coloma Convent Girls’ School from 750 to 900
continuing the existing 6th form provision
b. Use of this high performing school as the catalyst for improvement in
other schools.
1.14 To recommend to the governors of Edenham High School that they consult on
the reduction of pupil number from 1200 to 900 and the establishment of a 6th
form. 1.15. To recommend to the governors of Shirley High School that they consult on the expansion of places from 900 to 1200 and the establishment a 6th form. 1.16. To remit to the Director of CYPL authority to open formal discussions with the Sisters of the Foundation of Virgo Fidelis on the expansion of places from 600 to 900 and continue the existing 6th form provision. 1.17. To recommend to the Governors of Archbishop Lanfranc School that they consult on the reduction of pupils from 1050 to 900 and the establishment a 6th Form. 1.18. To consult
