Background:

 

WHAT IS THE CHARTER?

 

The charter represents the Council's aspiration for Primary education in Croydon.  It consists of eight quality statements, each described by what they mean for the pupils, parents, school staff, school governors and the local community. The statements and descriptions are drawn from the many quality standards against which schools can evaluate their own performance.

 

The Charter is not intended to add an additional layer of evaluation.  It is a synthesis of other evaluation tools but brought together in one document for Croydon.

 

It is up to individual school Governing Bodies to assess the position of their school within each of the Quality Statements and choose where they should focus their efforts.

 

The Council will use the Charter to guide the allocation of resources.  It will help to determine how LEA resources should be deployed and to inform proposals about the organisation of school places. The aspirations of the Charter do not express a legal entitlement, but they do give a further dimension to one of the duties of the Council ? that is ?the supply of adequate numbers of appropriately located high quality school places?.

 

Pupils, parents, staff, governors and the community should be aware of the Charter, but it is up to the School Governing Body to identify the development priorities for each school for an inclusive, high quality education for all pupils.

 

There is no defined timescale for the delivery of the Charter since each school and area within the Borough will differ.  However, the action plans for 05/06 and the Children?s Services Plan which will start in 2006 will support the Charter.

 

Not all schools will wish to offer every aspect of the Charter; they may not all have the facilities required without extensive investment.  However, it is important that each locality should be able to access easily the full range of opportunities.

 

The LEA will work with schools to develop and support appropriate clusters to enable this.
