 Every Child Matters - the Five outcomes 

*      The overall aim of ECM is to reduce the risk to children and maximise opportunities to develop their full potential

*     holistic approach (protection can't be separated from policies to improve children's lives as a whole).

 *   The strategy is intended to achieve 5 outcomes for children :

'       Being healthy ' physical, mental, lifestyle

'       Staying safe ' avoiding harm/neglect

 '       Enjoying and achieving ' 'getting the most out of life and developing the skills for adulthood?'

 '       Making a positive contribution ' involvement in community/society, not anti-social/offending behaviour

'       Economic well-being ' in order to achieve full potential in life.

  '       Every related document and strategy is built around these 5 outcomes.

*        Key mechanisms for achieving the 5 outcomes are: 

 

*        Improved information sharing between agencies (including schools) - including shared databases/indexes 

 

*        Introduction of lead professional to ensure a coherent package of services for each child

 *        Development of multi-disciplinary teams based in one place (including schools)

 *       Common Assessment Framework (CAF) for children - all of child's individual, family and community needs, including SEN (individual assessment, nationally standardised framework)

 *       Children and Young People's Plan (local authority level) - analysis of all children's

*        services in terms of 5 outcomes (replaces other statutory plans)

*        Children's Trust (local authority level) - brings together all services for children within an area, local structures for integration of services 

 

 Key points relating to education

   *      Emphasis on interdependence of educational achievement and well-being

*      children learn and thrive when healthy, safeguarded and engaged 

  *        educational achievement is the most effective way to improve outcomes for poor children (route out of poverty and disaffection).

 *        Schools are key in supporting children's 'wider well-being'

  *        personalised approach to learning

 *        raising educational standards

 *        attendance and behaviour.

 *        Emphasis on development of extended schools/services

 ?*       provide a range of services and activities, often beyond the school day, e.g. adult education, study support, ICT, sports, childcare, healthcare, social services
