Charter for Primary Education in Croydon

 
 
Part of the Primary review
 
The aims of the review are to:
n
  • nEnsure that every child can access a high quality primary education
  • nThere are sufficient school places in convenient locations for where children live
  • nSchools are maintained at a viable size and with appropriate levels of high quality accommodation
 
The Primary Charter has been
developed to
  • nillustrate how pupils, parents, staff and the community will be able to recognise that we are making this happen 
  •   nThe Charter represents the Council?s aspiration for Primary education in Croydon

  • nThe Charter is not a legal entitlement,
  • nBut it does give a further dimension to one of the statutory  duties of the Council
  • n'the supply of adequate numbers of appropriately located high quality school places'

 It will provide

  • na framework within which to evaluate schools.
  • na reference point for the development of the LEA?s role in Primary Education
It can be used to
  • nDetermine how LEA resources should be used
  • nForm proposals about the organisation of school places

 The Charter consists of

  • neight quality statements,
  • neach described by what they mean for
  • nthe pupils,
  • nparents,
  • nschool staff
  • Governors  and
  • nthe local community 

nCroydon Primary Schools are accessible, safe and welcoming to all pupils and their families

  • nCroydon schools are resourced to meet the needs of the pupils in the local neighbourhood, integrating those with particular learning needs on a fair and equitable basis
  • nThe LEA's Strategic School Place Plan is effective
  • All Croydon schools are equipped to use technology as a natural and integral part of learning and teaching
  • Croydon schools offer, or have the potential to offer, education and other services for children and their families, at times other than the traditional school day
  •  Leaders in Croydon schools are dedicated to working with others to raise standards and improve teaching for all pupils and to make optimum use of the resources available 
  • nCroydon schools provide a rich curriculum through which children are encouraged to explore and develop their thinking, creativity, skills, knowledge and abilities
  • nCroydon schools have standards of attainment in reading, writing and mathematics which are at least in line with standards achieved nationally by schools with similar characteristics

 These are

  • nDrawn from the many existing quality standards
  • nA synthesis of other evaluation tools brought together in one document for Croydon
  •  Work on the Charter has been done in partnership with the Primary Headteachers
  • nThere is no defined timescale for the delivery of the Charter
  • nEach school and area within the borough will differ
  • nThe EDP action plans for 05/06 and the Children?s Services Plan which will start in 2006 will support the charter  

 

The role of
Governing Bodies?
  •  nUp to individual school Governing Bodies to assess the position of their school within each of the Quality Statements
  • nChoose where they should focus their efforts
  • nNot all schools will wish to offer every aspect of the Charter; for example, full service extended schools
  • nHowever, it is important that each locality should be able to access easily the full range of opportunities
  • nThe LEA will work with schools to develop and support appropriate clusters to enable this
